AB100-ASA1,475,4 3(2) Eligibility. (a) Cities, villages, towns, counties and fire suppression
4organizations shall be eligible for grants under this section.
AB100-ASA1,475,85 (b) The department may not award a grant under this section unless the
6recipient of the grant enters into a written agreement with the department under
7which the recipient agrees to assist the department in the suppression of forest fires
8at the department's request.
AB100-ASA1,475,11 9(3) Rules. The department shall promulgate rules establishing criteria and
10procedures for awarding grants under this section. For purposes of this section, the
11rules shall include a definition of "fire suppression organizations".
AB100-ASA1,475,12 12(4) Sunset. This section does not apply after June 30, 1999.
AB100-ASA1, s. 747 13Section 747. 26.38 of the statutes is created to read:
AB100-ASA1,475,14 1426.38 Private forest grants. (1) In this section:
AB100-ASA1,475,1515 (a) "Community" has the meaning given in s. 28.04 (1) (b).
AB100-ASA1,475,1816 (ag) "Forest stewardship management plan" means a plan describing forest
17stewardship measures to be used on a particular site to achieve multiple natural
18resource goals.
AB100-ASA1,475,2019 (ar) "Nonindustrial private forest land" means rural land that has existing tree
20cover or that is suitable for growing trees.
AB100-ASA1,475,2121 (b) "Sustainable forestry" has the meaning given in s. 28.04 (1) (e).
AB100-ASA1,475,25 22(2m) (a) The department shall establish a program to award grants for
23developing and implementing forest stewardship management plans by owners of
24nonindustrial private forest land. The department shall award the grants only to
25persons owning 500 acres or less of nonindustrial private forest land in this state.

1(b) Each owner receiving a grant under this section shall provide a matching
2contribution in an amount to be determined by the department for that particular
3grant based on criteria promulgated by rule under sub. (3). The matching
4contribution may be in the form of money or in-kind goods or services or both.
AB100-ASA1,476,85 (c) A forest stewardship management plan developed or implemented with a
6grant under this section shall meet minimum standards that are promulgated by
7rule under sub. (3) and shall contain practices that protect and enhance all of the
8following:

AB100-ASA1,476,1010 2. Endangered, threatened or rare forest communities.
AB100-ASA1,476,1111 3m. Sustainable forestry.

14provides.
AB100-ASA1,476,18 15(3) The department shall promulgate rules to implement and administer this
16program, including the criteria for determining the amount of a matching
17contribution under sub. (2m) (b) and the minimum standards required under sub.
18(2m) (c).
